Benchmarking Methodology Nov 2011

The FSBS methodology complements, supplements and integrates with the financial sector coverage of the USAID Europe & Eurasia Bureau’s Monitoring Country Progress (MCP) in Europe and Eurasia. Therefore,  the  FSBS  methodology  is  broadly  consistent  with  the  general  scoring  or  ranking  system utilized  in  the  Monitoring  Country  Progress  reports  based  on  a  scale  of  "0"  (worst)  to  "5"  (best). However,  there  are  differences,  particularly  in  terms  of  the  use  of  a  sliding  scale  for  country  and regional scores rather than rigid cut-offs.
