East-East Assistance

Increasingly, the program drew on the newly acquired expertise of CEE bankers in providing assistance to those countries in the region with further to go in the reform process. For example, in some cases, experience presented by Hungarian or Polish bankers was of direct relevance to countries such as Bulgaria or Kazakhstan which were facing difficult restructuring issues in rapidly changing environments, but possessing similar characteristics in terms of inherited economic structures. Through its accumulated experience and establishment of an extensive network in CEE over the past seven years, BFAC was well positioned to deliver this type of 'east-east' assistance.

BFAC was building on its experience, based on 'skills transfer', by encouraging and supporting privatization of the region's banking sectors and the enhancement of stability in the financial sectors, with focus on the mandates and best practices of national banking, monetary and supervisory authorities. Parallel to our work in banking and thanks to an ongoing partnership with the World Bank, BFAC had an established record of providing policymakers in the region with the international experience in pension reform, drawing, for example, on the Latin American example in design and implementation of the multi-pillared structure.
